The water passing through the heater seems to be restricted.Does any one have any experience with this.The heater is a stainless cylinder with a heating element inside i presume,maybe clogged with sediment?The heater is not even a year old.All filters etc. are fine.

There’s a drain plug on your hot water heater, I suggest you get a tub and drain the hot-water from the heater, remember it does take alittle while and there will be some pressure there so be careful about half the water should be drained , then just wait, it has to build back up, the water does, then it has to heat-up, If this doesn’t help, I’m pretty sure you have a lemon- water heater and you will just have to break down and buy another.
It will most likely be from the Calcium Chloride that you use for increasing your water’s hardness is solidfying due to high ph, therefore narrowing your pipes in certain places. Otherwise you have a clog someplace in a pipe or the pump. The impeller inside the pump may be damaged and or the electric motor. I wuld like for you to test you filters by pulling them completely out to make sure they are not hte problem. Many customers do not use a filter cleaner on their filters and I find often they are the source of reduced water flow. Good luck this is one of the hardest things to figure out in a Hot Tub.
